Hire Car Permit
There are existing laws that provide for the use of private cars for the carriage of passengers for hire or reward. Under Section 52(3) of the Road Traffic Ordinance (Cap. 374), a person must not drive or use a private car, or suffer or permit another person to drive or use a private car, for the carriage of passengers for hire or reward unless the vehicle is in possession of a hire car permit in force.
Under Regulation 14(1) of the Road Traffic (Public Service Vehicles) Regulations (Cap. 374D), the Commissioner for Transport may issue a hire car permit for a private car for the purpose of authorising the use of the private car for the carriage of passengers for hire or reward for a specified type of service. A hire car permit is only issued to the registered owner of a private car.
No valid for-hire car permit
Using illegal hire car services can expose passengers to risks because the third party liability insurance of the vehicle providing illegal hire car services may become invalid in the event of a traffic accident. The Transport Department has launched the "Online Hire Car Permit Enquiry System" to facilitate the public to check on the Internet whether a private car with a registered number has been issued with a valid hire car permit to carry passengers for hire or reward before they intend to travel by hire car.
